Guide to FHCB recognition in Singapore
Overview
As MUIS does not certify food products manufactured overseas, the responsibility for certifying halal products imported into Singapore lies with the Foreign Halal Certification Bodies (FHCBs) it recognises from the respective countries. To ensure these imported products meet Singapore's standards, MUIS recognises FHCBs based on their ability to implement halal standards that align with the Singapore MUIS Halal Standards (SMHS).
This recognition scheme serves multiple important purposes for Singapore's halal ecosystem. Primarily, it ensures the Singapore Muslim community's access to suitable halal-certified imported products whilst maintaining the integrity of halal standards. Furthermore, it extends MUIS's role in facilitating halal certification processes by maintaining public confidence in imported food and beverage products, as well as ingredients used by halal-certified establishments and manufacturers in Singapore.

How to apply?

Step 1: Submit application
Complete online application via MUIS Online Application System
Submit all required documents in English
Pay application fee ($1,000) and e-assessment fee ($120 per person)
Step 2: Personnel assessment
Designated personnel from Management Committee, Shariah Committee, and Technical/Shariah Auditors take online Certification Bodies assessment
Step 3: Review & risk assessment
MUIS evaluates application and assigns risk category (Tier 1/2/3)
Document review against terms and conditions
Step 4: Approval & agreement
Pay remaining fees (audit fee if applicable: $700/day, recognition fee: $2,000)
Receive Recognition Certificate (valid for 3 years)
Step 5: Public listing
FHCB name and certification marks published on MUIS website
Recognition status active for 3-year period
Annual reporting required to maintain recognition
