Guide on Islamic Legacy Planning for Haj pilgrims (new)
Haj is a sacred journey that calls for spiritual readiness and reflection
Haj is a sacred journey that calls for spiritual readiness and reflection. Alongside preparing your heart and body, Islam also encourages believers to ensure that they put their worldly affairs in order.
Preparing and reviewing your Islamic legacy plans before Haj provides peace of mind and clarity, allowing you to focus fully on your ibadah, knowing that responsibilities towards your loved ones and the community are properly fulfilled.
Why review your legacy plans before Haj
While Haj is a deeply spiritual journey, it may involve physical demands and health risks. Islam encourages preparedness as an act of responsibility, not fear.
Having your legacy plans ready before your Haj departure helps to:
Ensure your estate is managed according to Islamic principles
Reduce uncertainty and potential disputes amongst your loved ones
Allow you to perform Haj with greater peace of mind
Fulfil both religious and practical obligations responsibly
Key steps for pilgrims
In Singapore, Islamic Legacy Planning goes beyond a single document; it covers several tools that work together to manage your affairs responsibly:
These include:
Knowing your Faraid heirs
Understand who your Islamic heirs are under Faraid.
Preparing a Wasiat (Islamic Will)
Ensure your estate is distributed according to Islamic law through a Wasiat.
Updating or completing CPF and insurance nominations
Nominate beneficiaries to prevent delays or disputes. Update your nominations.
Considering Advance Care Planning (ACP) and Lasting Power of Attorney (LPA)
Maximising your sadaqah jaariyah through wakaf
A lasting contribution that continues to benefit others even after you have departed.
Wakaf through your legacy planning tools
Haj is an excellent opportunity to include charitable wakaf in your nominations (CPF/Insurance) or Wasiat, ensuring that your acts of kindness have lasting impact. Give Wakaf through planned giving.
Build a collective wakaf with fellow Haj pilgrims
As part of this year’s Haj, we invite pilgrims to contribute $100 as part of their sadaqah jaariyah to Wakaf Masyarakat Singapura (WMS) and collectively build a wakaf. With a target of $90,000, this inaugural initiative for Haj pilgrims supports disbursements to beneficiaries later this year and allows your sacred journey to leave a lasting benefit for the community. Contribute to Wakaf Masyarakat Singapura.
Final reflections
Preparing these plans is an act of Amanah, a fulfilment of your duty and care towards your family and community. By putting your affairs in order, you can embark on your Haj with full focus on this once-in-a-lifetime spiritual journey.

Haj 2026 (1447H) approved travel agents and Haj packages
MUIS has appointed seven travel agents to provide Haj-related services for all allocated pilgrims for Haj 2026 (1447H)
Prospective pilgrims may choose from a total of 25 approved Haj packages.
The average price for a double-occupancy Haj package is $19,154, reflecting an increase of $2,976 compared to last year’s price of $16,178. This price increase is primarily attributed to higher costs for accommodation and Mashaer services.
All quoted package prices exclude airfare but include Mashaer services, Emergency Medical Assistance (EMA) appointed by the Association of Muslim Travel Agents Singapore (AMTAS), and mobile medical services in the Holy Lands, provided by the Singapore Pilgrims' Affairs Office (SPAO).
Pilgrims are encouraged to purchase additional travel insurance to cover any exigencies beyond the EMA coverage. The cost of a typical economy seat is up to $3,300 (inclusive of taxes).
Prospective pilgrims are advised to read and understand the Haj Package Purchase Contract (HPPC) before purchasing their Haj package. Appointed travel agents have been informed to explain the essential content of the contract to the pilgrims.

Important advisory for the general public
MUIS wishes to remind the public that all Haj-related services, including Haj and Haj Badal should be offered only through travel agents approved by MUIS
This is to safeguard the welfare of pilgrims and ensure that all arrangements meet the required standards and regulations.
MUIS continues to work closely with its partners to strengthen the governance of such services and will provide further updates once the new Haji Badal framework is finalised.
Avoid engaging unlicensed or unauthorised Haj agents
MUIS strongly urges the public to avoid engaging with unlicensed or unauthorised agents offering Haj-related services, as this may result in invalid travel arrangements, as well as potential financial loss and deportation.
Verify official Haj travel agents
The public should verify the status of travel agents through MUIS’s official channels before making any payments or accepting Haj-related offers. All Haj services must be provided exclusively by MUIS-authorised travel agents.
Do not travel to Kingdom Saudi Arabia for Haj using invalid visas
The public is also strongly advised not to travel to the Kingdom of Saudi Arabia during the Haj period using invalid visas, such as tourist or visit visas, as this violates Saudi regulations and may result in denial of entry or deportation.
