Mandate by Ministry of Hajj and Umrah (Kingdom of Saudi Arabia) 2025/1446H
Official Haj Visa is a legal requirement to perform Haj.
The Ministry of Hajj and Umrah (Kingdom of Saudi Arabia) emphasised that Haj can only be accessed through an official Haj visa granted by the relevant Saudi authorities in coordination with Haj Affairs offices in 80 countries or through 'Nusuk Hajj', which offers direct reservations for pilgrims from more than 126 countries.
The Ministry clarified that no type of visa allows its holder to perform Haj except the official Haj visa, and that attempting to perform Haj without a permit is a violation of Haj rules and regulations.
It also warned against fraud and scams involving fake Haj programs which are promoted through misleading advertisements on social media offering accommodations and transportations within the holy sites.

Health advisory for Haj pilgrims
MUIS would like to inform all prospective Haj pilgrims about the health advisories issued by the Kingdom of Saudi Arabia. Letter of Intent
MUIS issues a Letter of Intent to inform applicants of its plan to commence the allocation exercise for the upcoming Haj season.
This early notification acknowledges the spiritual significance of Haj and enables applicants to make the necessary preparations and a firm decision about fulfilling their Haj obligations.
The notification letter will be issued to applicants on the current waiting queue tentatively in October 2025.
Letter of Offer
MUIS issues a Letter of Offer to successful Haj applicants, which will be allocated based on Haj registration dates, with priority given to earlier registrants.
For Haj 2026, successful applicants will be issued the Letter of Offer tentatively in November 2025.
Applicants must confirm their acceptance within the stated deadline, failing which the offer will be withdrawn and allocated to the next eligible applicant.
Authorised Haj travel agencies and approved Haj packages 2026/1447H
MUIS appoints authorised travel agencies to offer Haj packages and manage Singapore’s Haj pilgrims. All prospective pilgrims must obtain their packages exclusively from these approved agencies.
The appointment exercise for the Haj season 2026 is tentatively scheduled to take place between October and November 2025, after MUIS receives the final quota confirmation from the Kingdom of Saudi Arabia.
