Irsyad on performing Qunūt In Ramadan
Qunūt Nāzilah is permissible in both obligatory and sunnah prayers, to alleviate the calamities and urgent needs affecting the Muslim community.
1. The Office of the Mufti (OOM) has issued an advisory dated 12 October 2023 on reciting the Qunūt Nāzilah in obligatory prayers, and the recommended supplications. The guidance stipulated that Qunūt Nāzilah may be recited during obligatory prayers (farḍ prayers) to alleviate the calamities and urgent needs affecting the Muslim community.1 In light of the crisis in the Middle East, it is still considered appropriate to continue the practice of reciting Qunūt Nāzilah.
2. The permissibility of Qunūt Nāzilah remains applicable throughout the entire month of Ramadan. Regardless of whether it is performed during the first or second half of Ramadan, as long as the underlying reason persists, the recitation of Qunūt Nāzilah is still recommended. This involves reciting Qunūt Nāzilah during Witr prayers, even in the first half of Ramadan. This view rests upon the ruling that Qunūt Nāzilah can be recited in the congregational Sunnah prayer.2
3. However, Qunūt in Witr during Ramadan differs from Qunūt Nāzilah, as the former should be recited particularly during the second half of the blessed month in the Witr prayers, according to the established opinion (Muʿtamad) of Shāfiʿī Mazhab.3
4. As such, mosques in Singapore may consider to:
a. Recite Qunūt in Witr during the first half of Ramadan with the intention of Nāzilah supplication;
b. To continue reciting Qunūt in Witr during the second half of Ramadan, incorporating the supplications outlined in Annex A.
5. May Allah, the Most Merciful, alleviate the challenges faced by the Ummah and grant us strength, patience, and perseverance. May our prayers and supplications be a means of seeking His mercy and protection for all. Ameen.

اَللَّهُمَّ اهْدِنَا فِيْمَنْ هَدَيْتَ، وَعَافِنَا فِيْمَنْ عَافَيْتَ، وَتَوَلَّنَا فِيْمَنْ تَوَلَّيْتَ، وَبَارِكْ لَنَا فِيْمَا أَعْطَيْتَ، وَقِنَا شَرَّ مَا قَضَيْتَ، فَإِنَّكَ تَقْضِيْ وَلاَ يُقْضَى عَلَيْكَ، وَإِنَّهُ لاَ يَذِلُّ مَنْ وَّالَيْتَ، وَلَا يَعِزُّ مَنْ عَادَيْتَ، تَبَارَكْتَ رَبَّنَا وَتَعَالَيْتَ، فَلَكَ الْحَمْدُ عَلَى مَا قَضَيْتَ وَنَسْتَغْفِرُكَ وَنَتُوْبُ إِلَيْكَ.
اَللَّهُمَّ إِنَّا نَعُوذُ بِكَ مِن جَهْدِ البَلاَءِ، وَدَرْكِ الشَّقَاءِ، وَسُوءِ القَضَاءِ، وَشَمَاتَةِ الأَعْدَاءِ. اَللَّهُمَّ إِنَّا نَعُوذُ بِكَ مِن زَوَالِ نِعْمَتِكَ، وَتَحَوُّلِ عَافِيَتِكَ، وَفُجَاءَةِ نِقْمَتِكَ، وَجَمِيعِ سَخَطِكَ. اللَّهُمَّ ادْفَعْ عَنَّا البَلَاءَ وَالوَبَاءَ وَالزَّلَازِلَ وَالـمِحَنَ، مَا ظَهَرَ مِنْهَا وَمَا بَطَنَ، عَن بَلَدِنَا خَاصَّةً، وَسَائِرِ الْبُلْدَانِ عَامَّةً. اللَّهُمَّ اكْتُبِ السَّلَامَةَ وَالعَافِيَةَ لَنَا وَلـِجَمِيْعِ الْبُلْدَانِ عَامَّةً، يَا رَبَّ العَالَمِينَ. اَللَّهُمَّ إِنَّا نَسْأَلُكَ الأَمْنَ وَالأَمَانَ، وَالسِّلْمَ وَالسَّلاَمَ، فيِ الْعَالَمِ كُلِّهِ وَلِلنَّاسِ أَجْمَعِينَ، وَأَدِمْ عَلَينَا وَعَلَيهِمْ هَذِهِ النِّعَمَ، فِي أَنْفُسِنَا وَأَنْفُسِهِمْ، وَأَبْنَائِنَا وَأَبْنَائِهِمْ، وَدِيَارِنَا وَدِيَارِهِمْ يَا رَبَّ العَالَمِينَ. اَللَّهُمَّ انْصُرْ إِخْوَانَنَا اْلمُسْتَضْعَفِيْنَ فِي غَزَّة وَفِي فِلِسْطِينَ وَفِيْ كُلِّ مَكَانٍ عَامَّةً، يَا أَرْحَمَ الرَّاحِمِين، اللَّهُمَّ بَدِّلْ خَوْفَهُمْ أَمْنًا، وَحُزْنَهُمْ فَرَحًا، وَهَمَّهُمْ فَرَجًا، يَا رَبَّ العَالَمِينَ.
رَبَّنَا آتِنَا فِي الدُّنْيَا حَسَنَةً، وَفِي الآخِرَةِ حَسَنَةً، وَقِنَا عَذَابَ النَّارِ.وَصَلَّى اللهُ عَلَى سَيِّدِنَا مُحَـمَّدٍ وَعَلَى آلِهِ وَصَحْبِهِ وَسَلَّم والحَمْدُ لِلَّهِ رَبِّ العَالمَين.
