Acting Minister Zaqy to visit Saudia Arabia and Egypt
8 November 2026
Official visit to strengthen bilateral ties and collaboration on Haj arrangements, Islamic higher education and humanitarian efforts
Acting Minister-in-charge of Muslim Affairs and Senior Minister of State for Defence, Mr Zaqy Mohamad, will make an official visit to the Kingdom of Saudi Arabia and the Arab Republic of Egypt from 8 to 14 November 2026. The visits will focus on Haj 2027 arrangements, Islamic higher education and strengthening bilateral and humanitarian cooperation. Acting Minister will be accompanied by Chief Executive of MUIS, Mr Kadir Maideen, and other senior officials.
In Jeddah, Saudi Arabia, Acting Minister will attend the annual Hajj Conference and Exhibition organised by Saudi Arabia's Ministry of Hajj and Umrah. The event brings together representatives from participating countries to discuss Haj-related matters. On the sidelines of the conference, Acting Minister will meet the Minister of Hajj and Umrah, His Excellency Dr Tawfiq bin Fawzan Al-Rabiah, to discuss preparations for the upcoming Haj season, which is expected to take place in May 2027.
Acting Minister will also convey a request for an additional quota for Haj 2028, as part of Singapore’s continued engagement with Saudi Arabia to better meet the aspirations of prospective pilgrims. This builds on Singapore's strong track record in Haj management, including its Labbaitum recognitions in 2023, 2025 and 2026. Both Ministers are expected to sign the Haj Agreement, which will formalise Singapore's Haj quota allocation for 2027.
In Egypt, Acting Minister will also meet religious scholars and partners in Islamic higher education in Cairo, including partners and Advisory Panel members of the Singapore College of Islamic Studies (SCIS). He will also engage Singaporean students pursuing Islamic studies in Egypt.
In Cairo, Acting Minister will meet Egyptian counterparts and humanitarian partners to strengthen Singapore's longstanding ties with Egypt and deepen cooperation in religious and humanitarian affairs. The visit will also build on the recent launch of SG for Humanity, including by supporting the work of participating Singapore humanitarian organisations and strengthening partnerships with our Egyptian counterparts.
