MUIS commences preparations for Haj 2026 (1447H)

Quota for Haj 2026 (1447H)
The Ministry of Hajj and Umrah (MOHU) of the Kingdom of Saudi Arabia (KSA) has allocated a quota of 900 places to Singapore for the Haj 2026 (1447H). The allocation will be administered on first-come, first-served basis through the Islamic Religious Council of Singapore’s (MUIS) MyHajSG portal.
Issuance of Letter of Intent
Applicants who registered before 7 March 2014 will begin receiving their Letter of Intent via the portal from 31 October 2025 onwards. To ensure timely communication, applicants must keep their contact details including residential address, mobile number, and email address updated in the portal.
New mandatory medical health requirements
KSA’s MOHU has issued a new medical health requirement for Haj 2026, which requires all prospective pilgrims to obtain a valid Medical Health Certificate confirming that they are medically fit, free from the disqualifying chronic medical conditions and physically capable of performing Haj rituals safely (see Annex A for the circular). All Haj Affairs Offices have been directed to ensure compliance.
These requirements are mandatory for all applicants and serves as a prerequisite for Haj visa issuance by KSA. A visa will not be issued without meeting these requirements.
In view of these requirements, MUIS and Singapore’s Ministry of Health (MOH) have issued guidance to registered medical practitioners regarding the new mandatory medical health requirement and the required processes that need to be taken before issuing the Medical Health Certificate.
Next steps for applicants
All applicants for the Haj 2026 (1447H) are required to obtain the Medical Health Certificate by 21 November 2025 from registered medical practitioners in Singapore. All expenses related to the medical assessment are to be borne by applicants. Applicants are advised to consult their registered medical practitioners early to confirm the consultation charges directly with the medical service providers.
Applicants who have received their Medical Health Certificate confirming they are medically fit for Haj and have accepted their Letter of Intent through the MyHajSG portal should now wait for their Letter of Offer. This will be issued on 1 December 2025. Applicants who have been assessed as medically unfit are encouraged to defer their Haj pilgrimage until their health condition improves.
Issuance of Letter of Offer
The Letter of Offer is a formal invitation to perform Haj. Only applicants who have received their Medical Health Certificate confirming they are medically fit for Haj and have accepted their Letter of Intent through the MyHajSG portal are eligible for this offer.
Selected applicants who will be receiving the Letter of Offer from 1 December 2025 onwards, must purchase their Haj packages from MUIS-appointed travel agents by 15 December 2025. Before making the purchases, applicants must present the Medical Health Certificates to the travel agents for verification purposes. Prioritisation of senior applicants
Considering both MOHU’s stringent medical health requirement and the need to better support our senior applicants, those who are aged 70 years and above, who have received the Letter of Intent from MUIS and certified medically fit will get priority consideration during final selection for Haj 2026. MUIS will review and adjust this approach as needed for future Haj selection processes.
Religious advisory
In light of Saudi Arabia's new Haj regulations related to the medical conditions of prospective pilgrims, the Fatwa Committee has issued guidance to facilitate those affected, particularly those not given a visa for Haj because of illness.
The Fatwa allows for such individuals to postpone their Haj until they have recovered. However, for those suffering from medical conditions that they are unlikely to recover from, they can appoint a proxy to perform Haj on their behalf (Haj Badal) but this must be done in accordance with the Haj regulations imposed by the authorities.
If the Haj by proxy could not be fulfilled despite the best efforts of the individual, the Haj obligation is lifted, in line with the principles of avoidance of harm and difficulty in Islam.
The Fatwa Committee reassures those who have registered to perform Haj but are faced with health difficulties, will still be granted reward. This is recorded in a hadith qudsi in meaning: Allah says: “I have afflicted My servant (from performing deeds) and tested him, so write for him reward as you used to write for him when he was in good health.” (Ahmad, Musnad Ahmad, hadith no. 17118)
MUIS encourages all applicants to be financially, physically, mentally and spiritually ready for this sacred journey. For clarifications on the medical health requirements, application process, or any other matters related to Haj 2026 (1447H), applicants are advised to refer to the Frequently Asked Questions (FAQ) available on MUIS website (go.gov.sg/haj2026).
MUIS seeks the understanding and cooperation of the community to comply with the new medical health requirements by the government of Saudi Arabia, and is committed to ensuring a smooth, transparent process that prioritises the health and safety of all Haj pilgrims.
