SPAO achieves gold award for excellence in delivering seamless and meaningful Haj experiences for Singaporean pilgrims.
The Singapore Pilgrims’ Affairs Office (SPAO) has been awarded the Labbaitum Gold Award by Saudi Arabia’s Ministry of Hajj and Umrah (MOHU), recognising its excellence in delivering seamless and meaningful Haj experiences for Singaporean pilgrims. This highest honour follows SPAO's 2023 Labbaitum Award for Digital Services, establishing Singapore as a consistent leader in pilgrimage innovation.
This accolade highlights SPAO’s holistic approach, which integrates:
Digital innovation through the PilgrimSG platform, enhancing real-time assistance and coordination
Pilgrims’ well-being via the Get Fit for Haj preparatory program
Operational excellence with full compliance to MOHU’s Hajj regulations
Personalised care ensuring every pilgrim receives dedicated support
SPAO’s achievements were reflected in outstanding service metrics, including:
60% Office performance and compliance with MOHU’s instructions
10% of the results of satisfaction measurements for the services provided
20% Awareness Programs
10% Special initiatives and qualitative projects

Annex: About the Labbaitum Award by Saudi Arabia’s Ministry of Hajj and Umrah (MOHU)
One of the Performance Measurement and Beneficiary Satisfaction programmes, which aims to promote the concept of competition among service providers to enhance the efficiency and quality of service delivery during the pilgrims’ journey and to strive the satisfaction rate. This is achieved by evaluating the services provided by Hajj Affairs Offices according to defined criteria and strategies.
