Speech by Chairman of the Islamic Legacy Planning Workgroup, Mr Zhulkarnain Abdul Rahim at the Islamic Legacy Planning Workgroup second term appointment ceremony

In its second term, the Islamic Legacy Planning Workgroup will focus on widening access through digital technology, building a network of trained ILP ambassadors and professionals, and deepening community outreach.

Fellow Islamic Legacy Planning Workgroup members, 

Assalamualaikum Wr. Wb. and good afternoon. 

  1. When I was first invited to chair the Islamic Legacy Planning Workgroup in 2024, I wanted us to look at it deeply and really ensure that whatever we are putting out there would be for the community with the community. I believed then, as I do now, that Islamic Legacy Planning is not just about documents or legal processes. It is about helping our Muslim community fulfil their amanah, in fact their final amanah, and giving them greater confidence when planning for the future. Today, I am deeply honoured that we have been entrusted to continue this work for a second term. I also look forward to the guidance and support of Acting Minister, Mr Zaqy Mohamad as we embark on this journey together. 

  2. My fellow workgroup members, what can I say? Everyone of you, Alhamdulillah, when I ask you to step up, when I ask you for ideas, you have been very generous. You have been upcoming. You have been forward. You have volunteered, and you have most importantly guided me and helped me lay down the important groundwork for the past two years. Together with the ILPW Secretariat, they have been working very hard. We have raised greater awareness of legacy planning through various engagements, including talks, dialogues, consultations and webinars. One milestone that I am especially proud of is "The Final Amanah", which is the first guidebook ever of its kind developed by MUIS in collaboration with professionals like all of you. It is the product of this collective expertise, thoughtful deliberation and dedication of everyone in this room. Alhamdulillah, the guidebook has been assessed by more than 15,000 people, demonstrating genuine interest within our Muslim community. That is something we have started and we should build upon this momentum of legacy planning.

  3. As we move into our second term, let us raise our ambitions and shift our focus from informing to enabling more from our community to act on their legacy planning. Our work will be guided by three broad priorities:

    • First, to leverage on digital technology to make legacy planning more accessible to every Muslim family in Singapore – whether through digital platforms, online resources, or tools that allow families to take meaningful steps from the comfort of their own homes. We want ILP to be within reach for everyone, not just those who can attend an event or walk into a consultation room. 

    • Second, to build a network of competent ILP ambassadors and service partners so that more from our community can access trusted guidance through a wider range of partners and stakeholders. A key initiative under this effort will be the ILP Masterclass, a structured programme targeted at professionals across the religious, legal and financial sectors. I am encouraged that more than 425 asatizah have already registered their interest in the ILP Masterclass. This encouraging response reflects the shared commitment of the religious fraternity to better support the community in ILP and I look forward to other professionals coming on board. Through the ILP Masterclass, we can also create an expanded network of competent ILP advocates, ambassadors and service partners. 

    • Third, as part of enhancing public awareness of ILP, we want to bring Islamic Legacy Planning closer to the heartlands, and this is already being done to strengthen community partnerships and deepen our engagements so that more individuals can access the guidance they need to plan for their legacy with confidence.  

  4. I want to express my appreciation to every member of this workgroup for answering the call to speak at ILP events, for showing up at consultation sessions to sit with families and guide them through the important decisions in their lives. Imagine that decision that they make with you, guided by you, through all the information that they have could really help them 20 to 30 years down the road. That spirit of service is what defines this workgroup and makes our work meaningful. I would also like to express my sincere appreciation to the ILPW Secretariat at MUIS for your dedication behind the scenes. 

  5. There is a lot of things, a lot of work that we need to do ahead, so that we make this second term count for the community, and for the generations who will benefit from the decisions and guidance we help provide. I look forward to working alongside all of you and I leave you with this quote, "A legacy is not measured by what you leave behind, but it is measured by what you leave within the hearts and lives of others."
