Opening remarks by Chairman of the Islamic Legacy Planning Workgroup, Minister of State, Ministry of Home Affairs & Ministry of Foreign Affairs, Mr Zhulkarnain Abdul Rahim, at the Islamic Legacy Planning Village 2026

Three new initiatives, The Final Amanah 2.0, an expanded ILP Masterclass for professionals and the ILP Service Partners Network, will support Muslim families in understanding their legacy planning options, seeking guidance and taking action.

Assalamualaikum warahmatullahi wabarakatuh, and a very good afternoon.

From awareness to action

  1. When we started the Islamic Legacy Planning Workgroup two years ago, we asked a simple question: how can we make legacy planning easier for Muslim families in Singapore?

  2. We knew that information was important. But we also learnt that knowing about legacy planning and actually taking the next step are two different things.

  3. This comes through in Remuk: Yang Tinggal, a micro-drama series produced through a collaboration between MUIS and Mediacorp. Through Mustafa’s family, we see how assumptions, and the absence of a clear plan can affect those closest to us.

  4. We will be screening an episode shortly. I hope the story provides clarity on the importance of legacy planning. It not simply a matter of distributing assets - it is also about giving our families greater clarity and peace of mind when we are no longer around.

Three initiatives to make planning easier

  1. We have been building greater awareness on Islamic Legacy Planning over the last few years. I am encouraged by the response from the community. Our focus now is on turning understanding to action.

  2. Today, I am pleased to announce three initiatives for this next phase.

  3. First, we are launching The Final Amanah 2.0. Building on feedback from the community and practitioners, the enhanced guide provides updated and more accessible information to help families understand their legacy planning options and where they can begin.

  4. Second, we are expanding the Islamic Legacy Planning (ILP) Masterclass to professionals across the wider legacy planning community. We piloted the Masterclass with our asatizah in May this year, and Alhamdullilah, more than 500 have registered for the module.

  5. By extending it to more professionals, we hope that they can provide clearer and more consistent advice on Islamic Legacy Planning across the broader segment of the community.   6. Third, we will develop a new ILP Service Partners Network. This addresses a practical question that we often hear: “I understand what I need to do but who can help me do it?”

  7. The network will bring together trusted legal practitioners and other partners who can help individuals and families take the next step, including in completing their wasiat.

  8. Taken together, the three initiatives are intended to make the journey simpler for an individual to: understand their options, seek guidance, and take action.

  9. We will share more details in due time.

A shared effort

  1. None of this would be possible without the support of our partners across the religious, legal, financial, community and public sectors. Among the many partners include the Central Provident Fund Board (CPFB), Masjid Al-Muttaqin, and PEGUAM. Thank you for contributing your expertise, networks and support.

  2. Today’s Practitioners’ Network Forum gives us another opportunity to bring these perspectives together – to identify practical challenges, learn from one another and find better ways to support families.

  3. Because ultimately, good legacy planning should not feel complicated or out of reach. It should be something families can understand, discuss and take the next steps with confidence. They can take comfort that legacy planning is something that they need not go through alone but to be undertaken together alongside partners and experts.

  1. Tuan-tuan dan Puan-puan. Apabila kita berbicara tentang perancangan legasi, ia sebenarnya bukan hanya soal harta atau wasiat. Ia juga tentang keluarga – bagaimana kita boleh memudahkan urusan mereka apabila kita sudah tiada nanti.

  2. Sebab itu, ada kalanya perbualan yang sukar hari ini boleh mengelakkan persoalan yang lebih sukar pada kemudian hari.

  3. Menerusi drama Remuk: Yang Tinggal, kita dapat melihat bagaimana sesuatu yang tidak dibincangkan atau dirancang lebih awal boleh meninggalkan kesan kepada sebuah keluarga. Kisahnya mungkin sebuah drama, tetapi persoalan yang diketengahkan sangat dekat dengan kehidupan kita.

  4. Hari ini, kami memperkenalkan tiga usaha untuk memudahkan masyarakat kita membuat perancangan.

    •  Pertama: Buku panduan Amanah Terakhir 2.0, yang dipertingkat berdasarkan maklum balas masyarakat dan para pengamal, bagi menyediakan maklumat yang lebih lengkap;

    • Kedua: kelas pakar ILP atau ILP Masterclass kepada golongan akan diperluaskan kepada profesional selain asatizah, supaya masyarakat boleh mendapat panduan ILP yang lebih diyakini;

    • Dan ketiga: Rangkaian Rakan Kongsi Khidmat ILP akan ditubuhkan untuk membantu individu dan keluarga mereka, termasuk dalam menyediakan wasiat.

Conclusion

  1. Para hadirin sekalian, tujuan kami bagi fasa seterusnya jelas; kami ingin menjadikan Perancangan Legasi Islam lebih mudah untuk difahami, lebih mudah untuk didekati dan lebih mudah untuk dilaksanakan. Ini dapat kita semua lakukan dengan berpaksikan 4’I’ – Iman, Ilmu, Ihsan dan Identiti – bagi membantu warga Muslim Singapura menunaikan tanggungjawab agama dan sosial mereka dengan penuh yakin di negara ini.

  2. Ketiga-tiga inisiatif yang saya umumkan hari ini mampu membawa kita selangkah lebih dekat ke arah mencapai matlamat tersebut. Jutaan terima kasih saya ucapkan kepada semua rakan kongsi masyarakat kita yang sama-sama sedia berganding bahu untuk menjayakan misi murni ini. Saya alu-alukan kerjasama anda semua dengan Pemerintah dalam menyokong keluarga Islam di Singapura.
